PNG erlebt derzeit einen Wirtschaftsboom wie noch nie. Im Hochland ist ein Naturgas-Projekt (“LNG”) im entstehen, dass in seiner Größe das Land schon jetzt verändert. Es soll einmal den größeren Teil des Bruttosozialprodukts ausmachen. Bergbau und Holzindustrie dominieren die Exporte. Dennoch ist der formale “richtige” Arbeitsmarkt nur für einige wenige da. Für die Mehrheit der Bevölkerung sind die hoch qualifizierten und bezahlten Jobs nicht erreichbar.
Doch es gibt auch für diese wirtschaftliche Möglichkeiten: Manch ein Gemüse- oder Betelnusshändler verdient im lokalen Markt mehr als ein höherer Staatsbediensteter. Hier eine Erfolgsstory: On their way to millions – The success of Samap’s Buai entrepreneurs.
Die ungeliebte ehemalige Kolonialmacht Australien ist nach wie vor Papua-Neuguineas wichtigster Nachbar. Nicht selten wird Australien vorgeworfen Entwicklungshilfe an PNG für eigene Zwecke zu instrumentalisieren. Unter Beschuss kam im vergangenen Jahr unter dem Stichwort “Boomerang Hilfe” u.a. der hohe Anteil der Gehälter australischer Experten an der Gesamtentwicklungshilfe. Australische Entwicklungshilfe sei teuer und ineffizient, war der Tenor.
Nun haben die beiden Staaten PNG und Australien das Entwicklungshilfeprogramm evaluiert.

Pre-existing ethnic and economic divisions between Bougainville and the rest of Papua New Guinea and the mismanagement of the copper wealth of the Panguna Mine exacerbated existing tensions and provided radical Bougainvilleans an excuse to legitimise the pursuit of violence as a means to resolve their grievances.
This article examines the causes of the Bougainville conflict in Papua New Guinea from 1988 -1997, specifically investigating the role of the resource curse (as propounded by Collier) and briefly discusses implications for democracy and future development on the island.
The article finds that not one single factor should be isolated as a sole cause of the conflict but that there is a series of predominant causes which can trace their roots directly to the Panguna Mine. Pan-Bougainvillean ethnicity should not be discounted as an important factor but should be seen as an external projection of economic and inter-ethnic grievances.

Da die Salomonen wie auch Bougainville sich von ihrem eigenen Bürgerkrieg erholen, ist für den einen oder anderen Bougainville-interessierten ein Blick in den Economist sicher interessant. Der neue Premierminister Danny Philip hat bereits ein “Versöhnungsgesetz” angekündigt und den Militanten der Salomonen-Krise 1998 bis 2003 die Hand damit die Hand entgegengestreckt. Diese “melanesische Lösung”, Versöhnung und Wiedereingliederung vor Strafe für in der Zeit begangene Untaten, gefällt in der australisch geführten Friedenstruppe RAMSI sicher nicht jedem.
In einer heterogenen Region wie dem Südpazifik hat sich bisher noch kein der EU vergleichbarer Staatenbund herausgebildet. Immerhin existiert das Pacific Islands Forum, in dem sich die sogenannte 1. Welt (Australien, Neuseeland) mit der 3. Welt (Papua-Neuguinea und Mini-Inselstaaten wie Vanuatu oder Kiribati), Demokratien mit Monarchien (Tonga) und Militärdiktaturen (Fiji) treffen.
